The guy´s name is Harrison. He´s a new diplomat for Liberty. Juni introduces him to you at the very end, after you´re last conversation with Orillion.

That is true, because the former Diplomat is in league with the Nomads. Plus he´s shot by the two guard guys. I thought that was pretty interesting.
