.OCX-Files How to register in Win 8.1

Can anyone tell me how to register the .ocx files related to the savegame editor und Windows 8.1 ? Do I need an extra program for it or how do I get them to work under Win 8.1 ? A littel help would be nice.
Last time I played Freelancer was in 2004.
