what program should i use to uncompress/decrypt/whatever the .INI files
ive looked at biniQDU but cant get it to work due to lack of instructions
anyother programs that are recomended

FLE can also decrypt/encrypt these files.
But the SDK is more useful

Try BINI.EXE. Fast, simple, effective, without all these stupid icons, trees, dialogs... just write:
BINI [ini_file_name]
in the command string and you'll see your .ini decompressed in .ini.txt file. When using Total Commader or other Norton-style file manages, BINI works great.

Never use any BINI program for decrypting the files. While the programs work generally correctly, there are many places where the decryption will not work properly and will cause problems. The SDK has all those errors fixed and even more, so it's a much more sound option than using BINI or FLE. It's also a lot less of a hassle to use as you can just apply it to your FL install and then all your files are decrypted right away.

most bini tools create errors but not all

tried bini.exe and it didnt even do anything to the file nor did it create a new txt file
and fle didnt work cause of some .dll error or somethin like that
